Use a real example (based on research) or invent a problem of your own. Describe the problem in detail, as well as the scope of the problem (how its affecting business/morale). Gather data to lend authority to your conclusions and recommendations. The homework next week has an example of a recommendation report. You can also refer to the example on pg. 184-185 of your textbook. The latter also has an example of a bibliography.
