You are allocated a case with a significant history as follows: 1. Sally Dunford is the mother of four children. She is a thirty-two year old Pakeha woman. She has very little family support apart from her twenty-four year old half-sister, Dawn, who is believed to live in the Eastern suburbs. Sally lives in a two bedroom rental property at 18 Dangerous Place, Auckland West. 2. Sallys first baby was adopted out at birth and no contact has been retained, Sally was sixteen at the time. The father of this child was never named but Departmental file notes from that time suggest that the father of this child may have resulted from a sexual relationship with her step father, Joseph Miller. 3. Sally was the victim of physical and sexual abuse as a child. Her mother, Faith Dunford, experienced severe violence from Sallys father Michael Murphy. Michael and Faith separated permanently when Sally was three months of age. 4. While Sally was growing up her mother, Faith, lived in a violent relationship. Sally was herself severely beaten at times and regularly witnessed the violent assault of her mother. The family came to the attention of statutory social work services on numerous occasions in relation to allegations of neglect, and the alleged physical and sexual abuse of Sally and her sister Dawn. 5. Sally spent several periods of her life in foster care. She was placed with one family for 22 months from the age of nine. 6. Sallys mother, Faith, died in a car accident five years ago. 7. Sally became heavily involved with the use and abuse of alcohol and narcotics as a young adult. The Children There are multiple reported care and protection concerns for the three children under the care of their mother, Sally Dunford: 1. Charlie is eight years old. He bullies other children and is sometimes aggressive and threatening to teaching staff. Teachers are concerned that he appears to have little or no sense of boundaries. He is good at sports but does not like it when things do not go his way he will lash out at other children and have abusive tantrums at teachers. He is particularly dismissive of female staff and will call then names like slut and bitch. He talks about staying up all night with someone called Simon watching violent and possibly pornographic videos. 2. Jonelle is five and started School this year. She is a very slow and withdrawn child who seldom plays with other children. She is often unwell and absent from School. She suffers from eczema and food allergies and has severe and irritating redness of the skin particularly her face, arms and legs. She has a tendency to scratch her legs and to pick up secondary infections. This is treated with cream that the School Nurse administers every day. It does not seem that this treatment is followed up at home as Jonelles condition is invariably worse after breaks from School. Jonelle is often untidy and poorly dressed. Her long curly hair is often tangled. She has recently developed the habit of rubbing or scratching her genital area and the Nurse wonders if she may have a urinary or other infection. 3. Finally there is Zack who attends the Kindergarten attached to the School. Zack is a cheeky four year old. He is very big for his age and over-weight. It is believed that Zacks father is a Pacific Islander, maybe Samoan, but it is not clear. Zacks father is no longer with Sally. Recently Zack was found behind one of the big cotton reel toys with one of the little girls. Both children had their pants pulled down and Zack was pushing himself against the girl. The Teacher asked Zack what he was doing and Zack said that he was doing sexing. Previous file notes indicate that Sally Dunford is very much a rough diamond. She is a big woman and is intelligent, articulate, and does not like to be mucked around. She has grown up in the School of hard knocks. She no longer abuses drugs and alcohol the way she did when she was younger. She is fiercely protective of her children. She does have a lot of associates who are into drugs and criminal activity. She has told social worker that she would kill anybody who touched my kids. Social work task As a social worker you are required to assess care / protection / safety concerns for these children. You would like to arrange for child-focused interviews to be held with all three children as part of the assessment process. You are expecting that Sally Dunford will be very resistant to this process. In fact most people seem to be scared of Sally. Once the assessment process is complete you would ideally like to work with Sally to ensure the ongoing care and protection of her children. Case study tasks 1. Read and carefully consider the information supplied in relation to Sally and her children. 2. What are the presenting issues in relation to the care and / or protection of these three children? What appears to you to be probable and what appears to be possible? Be careful of assumptions. 3. How might you find out what you need to know to adequately assess the safety of these children? 4. What are some of the variables that might result from this information gathering and how might differing scenarios impact upon intervention options? In other words how will your strategy adapt to changing constructions of risk? 5. How might you begin to work with Sally Dunford to ensure her cooperation with this assessment process? How are you going to convince Sally to listen to you? 6. What obstacles might you reasonably expect to meet? Be careful of assumptions. What strategies might you possibly employ to overcome these obstacles? 7. How do you plan to measure success? How will you deal with arguments that it is not possible to work with someone like Sally who is so damaged and that those kids need to be removed sooner rather than later. You also need to remember that this is a possible outcome and that you are not in a position to make hard promises to the contrary.
