Chapter 17 introduced some challenges to policy making in developing countries. If you were an analyst working for the St. Petersburg Informational and Analytical Center, explain how you would use data available to you to prepare a report for the Governor for the State Program “Combating Proliferation of Drugs.” Briefly explain what you would include in your report to detail the problem, and what the forecast results would be for each of several responses to the problem. As an analyst working for the St. Petersburg Informational and Analytical Center, I will have to use the data in a way that benefits the organization that I am working and also it should be put to good use to help the people.

To combat the proliferation of the drugs, we should also consider the crimes that come with it as the people who are addicted to drugs are out of control and will commit several crimes. As a data analyst, I need to gather the data starting with the countries and places where the drugs are flowing into the country and who is responsible for that, number of people that are consuming these drugs and at what age groups, it is the most, people that are visiting hospitals for treatment and crimes and accidents that are related to drugs. Once I gather all the data, which is a momentous task, then I will analyze as to a number of the drug addicts with the age groups and present the data in a graphical form, which is understandable to a non-technical person. Once both the steps are complete, I will finish it up with the forecasting as to what the number will be in a specific time frame with and without taking any measures and what impact it will have on the people and then submit the report to the governor of the state program (Janssen, 2015).

Combating the proliferation of drugs would mainly include three main data sets that would inform the problem and include drug-related crime heatmaps, institutions accused of drug trafficking and social media discussion on drug use (Collins, 2018). Drug-related crime heatmaps specifically point out various areas within a geographical bound whereby crimes are mostly perpetuated by criminals that are on various drug influences. Such heatmaps will be essential in predicting the common drug use in a certain area linked to a certain form of crime and hence acts as an essential component to include in the report. 

Various institutions have been put on police and drug-trafficking officers watch over the past with claims of money-laundering drug money amounting to millions of dollars. Using well-designed and complex simulating aids, various institutions can be put under higher scrutiny with precise pinpointing location and occurrences in a certain region within the state thereby making it harder for drug cartel to transact. Different factors can be included in this dataset such as the type of institution, frequency of transactions and precise locations of the institutions (Mascindaro, 2017). With such information collected and analyzed into an analyzed report, combating the proliferation of drugs would aim for the top tier drug traffickers. 

Instances of drug use on social media platforms will also be used to analyze the frequency by which possible drug users tend to abuse and traffic narcotics between various points. A number of social media users are oblivious to the fact that narcotics are illegal and legal charges could be raised against them by influencing or depicting the use and misuse of drugs. A report detailing the occurrence of such instances would adequately entail how the public view the use of such drugs and possibly indicated the general public view on the drug menace (Janssen, Wimmer & Deljoo, 2015). Such a dataset may include factors such as type of drug commonly abused, estimated age group and even estimated locations.

While the Russian Federation has for the past decade built situation centers and federally vertically oriented systems, these are yet to be used for general policies. Thus, while the country has the capability to collect a lot of data that can be used for better decision-making, these situation centers are used just for emergencies (Janssen, Wimmer & Deljoo, 2015). Thus, I am assuming that combating the proliferation of drugs would be treated as an emergency.

The problem of drugs is one that can be easily managed with policy decision-making models. The data would be collected from hospitals and from law enforcement. I would, in my report, include many details as to the source of these drugs and their impact on the youth. I would also detail how the use of drugs does derail the advancement of the nation’s economy and why it is indeed an emergency issue.

Using the data available I would carry out forecasts of the future (through regression analysis) to determine what happens if the drug problem is not taken seriously. From this I would outline that there should be two responses: law enforcement response and policy responses. Law enforcement would use the collected data to determine the drug hotspots in the nation and policy responses would be created to make sure that drugs use is heavily discouraged and various means to rehabilitate those affected are put in motion.
